Introduction

Moore Audit & Advisory has advised Tecnostamp Triulzi East Europe, the Romanian operation of the Italian Tecnostamp Triulzi group, on the financial review supporting the renegotiation of its lease and service arrangements at an industrial park in Romania. The negotiations concluded with a new contractual framework that enables the relationship to continue in the long term, in accordance with the agreed renewal mechanisms.

The renegotiation covered both Tecnostamp’s leased production premises and services provided by the park administrator across the wider industrial platform, including assets owned or otherwise used directly by the company. A central issue was the proposed revision of service tariffs and the basis for allocating those costs among the park’s occupiers.

Over several months, Moore examined the costs underpinning the proposed tariffs and the supporting documentation. The work was conducted as an agreed-upon procedures engagement under the International Standard on Related Services (ISRS) 4400 (Revised), with Moore reporting factual findings from procedures agreed with Tecnostamp.

These findings gave Tecnostamp a documented financial basis for its negotiating position, alongside the legal analysis prepared by the company’s legal team.

“Understanding what sits behind a proposed tariff is essential to assessing it. Our role was to examine the underlying costs and report what the available documentation supported. This gave Tecnostamp a factual basis for discussing the proposed charges and helped focus the negotiations on the substance of those costs,” said Vikram Jotwani, Partner, Growth & Advisory at Moore in Romania and the Republic of Moldova.

The agreed framework provides long-term predictability for Tecnostamp’s continued operations at the industrial park, supporting production continuity and preserving the investments the company has already made on the platform.
